romney makes a real distinction between cuts in tax rates and cuts in tax liability cuts in what you have to pay the i.r.s. what he's saying is to the wealthy folks we'll cut your rates but raise your deductions so your taxes will be the same. by the way, i think there's a lot of probably wealthy people who don't want to hear that. >> brown: what did you hear? >> i think very simple fact is that we know a very tiny fraction of americans at the top 5% pay the vast majority of income taxes, over 60% at this point. what he's saying is that's not going to change. >> brown: what about the president's saying he has a specific plan of cutting $4 trillion from the deficit, $2.50 in cuts for every $1 in revenues? let many ask your thoughts. >> this has been a claim that has been repeatedly debunked by every one of the fact check organizations that follows these things. the president relies on an enormous number of budget gimmicks to get close to that. he takes credit for the $1.2 trillion the congress has got on the books in the budget control act. he takes credit for the spending we won't ha

unemployment rate would be around 11%. >> peter, when romney was governor of massachusetts, the unemployment rate went down because a lot of people left the state. is he fair to make this point now? >> i think it is fair to say that the unemployment rate has come down simply over the course of this recovery and the bahama presidency because fewer people looked for work. if the same number of people were looking for work today as when mr. obama became president, that number is consistent with my computations. it's important to recognize that this month the household survey for which unemployment rate is computed as opposed to the jobs count and enterprises indicated that about 800,000 people found jobs. that's about 6% increase in the number of people employed, which is an absurd number. no one can believe we have a 135% annual growth rate in employment with the economy growing so slowly. what it appears is a lot of folks out of work have established home-based businesses and they're working on some kind of part-time basis. a reporter that lost his job working as a stringer or so

policies forewarned. >> reporter: romney said the unemployment rate fell because people gave up. >> when i'm president of the united states -- that, that unemployment rate is going to come down, not because people are giving up and dropping out of the workforce, but because we're creating more jobs. >> reporter: on social media, some conservatives accuse the obama administration of doctoring the jobs number. former general electric ceo jack welch wrote "unbelievable job numbers. the chicago guys will do anything. can't debate, so change the numbers. >> it's ludicrous to hear that kind of statement. >> reporter: secretary of labor denies any political motivations a saying the numbers are real. while romney launches tv ad as promising to do better than president obama. >> i have a detailed plan to create 12 million new jobs. >> reporter: obama is celebrating this report. >> this country has come too far to turn back now. >> reporter: a benchmark, he says, proves america is on the right track. economists say the number of new jobs being created is not enough to significantly lower the unemp

barack obama. for the first time since he took office, the unemployment rate fell below 8%. but his challenger, mitt romney, had a different take on the figures. he says they are actually a sign that things are getting worse. >> the unemployment rate, as you noted this year, has come down very slowly, but it has come down on the less. reason it has come down this year is primarily due to the fact that more and more people have just stopped looking for work. >> today's news certainly is not an excuse to try to talk down the economy to score a few political points. it is a reminder that this country has come too far to turn back now. we have made too much progress to return to the policies that led to the crisis in the first place. >> the two candidates have made radically different proposals on the way the u.s. economy should develop. it is not yet clear what effect the new employment numbers will have on the race for the white house. >> let's turn to the markets now and take a closer look at some market numbers. the dax ended the day 1.25% up. the euro stoxx 50 closed almost 2%. the

rate was above 8%. you've heard mitt romney and other republicans attack the president saying that rate was above 8%. it is no longer above 8%. i think that number is important. what you may hear republicans attack the president on these numbers, as christine romans was just telling you, not enough jobs. only 114,000 jobs created. more than analysts predicted but probably not the number needed to reverse course and really kick-start this economy. we will see probably in the next few minutes reaction from the romney campaign, other republicans and i'm sure you'll hear the candidate himself, the former governor, talk about it on the trail today, carol. >> we've heard a familiar criticism. conservatives are already reacting to the 7.8% unemployment rate saying, these numbers are wrong. they're just wrong. we don't believe them. how can they be? and this has been sort of a -- it's become a familiar tactic. >> are you talking about that tweet, i guess, from jack welch, talking about maybe the obama campaign was cooking the books. i don't know how those numbers work. i really can't comme

million jobs. the unemployment rate is now under 8% and governor romney your policies are the ones that will end up creating a worse economic climate, a worse jobs crisis because we know that. it already happened before. so that's what i think it does. it provides the president a really strong contrast. >> susan, mitt romney ate his spinach for that debate. peggy noonan who has been riding the campaign trail of mitt romney and what he's been doing it pretty hard in her editorials. noonan writing now the real romney is the one who can communicate. he's straight and direct and not fancy. forgivably jargony but worried about america and sin veer. that's the romney who showed up for the debate. stay that guy. can he say that guy? especially now he has to talk about the under 8% unemployment rate. >> i have been saying for months the unemployment number is going to be huge. the difference is now my democratic colleagues are agreeing, this it's important because it's now trending the other way. what mitt romney can do is talk to those 5 million people who have been permanently unemployed for

campaign that romney has consistently attacked the president for the unemployment rate being above 8% since the beginning of his time in office despite promises he would be able to cut it well below that place. obviously he will have to shift the language today but they say the message remains the same, sort of reinforces the issue of jobs today. one of the campaign advisers came back to me a short time ago, thomasing and told us before the rally that's going to start in in a rural, conservative part of virginia, romney will be meeting with coal miners who are out of work, another effort for him to try to support the coal community. he says that's a critical difference between him and the president. >> one thing he brought up in the debate a lot was talking about how much he does like coal. peter, real quickly though, governor romney is going to be giving a big foreign policy speech coming up after the weekend? >> reporter: that's scheduled to take place on monday back here fittingly in virginia. it will be at vmi on monday. it's an opportunity to attack the president again and domin
